The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: optimistic declarations are released from different nations. Significant resources is expended on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from across the border, a ability afforded by up-to-date information. From witness perspectives, defense planes that had been deployed to engage hostile cruise missiles roared overhead – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems activated: defensive missiles deployed against a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly becomes sober acceptance: possibly the incoming missile won't strike its target this time, protecting urban areas from devastation and additional electricity failures.

Ongoing Risks

Following this, a heavy machine gun engaged a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and utility failures in numerous residences as a result of the evening attack. As always, everyone still went about their day – living the war. But those full day demonstrated Ukraine's critical military reliance on external assistance – a dependence that regional partners are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new proposal from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, certainly, continue.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a principle understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is impossible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a complete military breakdown until circumstances change in its benefit.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a mere seven days to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
